CHILDCARE POLICIES

BEULAH EARLY LEARNING CENTER MISSION STATEMENT

The Beulah Early Learning Center is a quality childcare facility available to preschool-age students. The program provides professional care for children during parents working hours. It is operated by Beulah Urban Outreach, Inc.

The primary purpose of the childcare program of Beulah Early Learning Center is to produce the next generation of leaders through academic excellence, character development, and spiritual discipline. With a focus on individualized curriculum, teaching, recreation, and a series of intellectually challenging programs and projects, our students will receive a strong and solid basis that prepares them for successful achievement throughout their academic careers.

The staff is a group of trained professionals who promote respect and understanding for individual differences by maintaining a caring and challenging environment that allows freedom of choice and exposure to new experiences.

We maintain the state adult-to-child ratio. Our staff consists of a certified director and qualified staff members.

CENTER INFORMATION

Location: Beulah Early Learning Center is located on the property of Beulah Church of Christ (Holiness) USA at 2901 Wesley Chapel Road, Decatur, Georgia 30034.

Hours: The daycare center will follow the school calendar, operating Mondays through Fridays between the hours of 6:30am to 6:30pm.

The childcare center also provides care in the summer months of June through August. Hours for the summer are 6:30am to 6:30pm, Monday through Friday.

Holidays: Beulah Early Learning Center will be open for a limited number of days over Christmas break. Those dates will be determined based on the days that school is not in session and the days on which the holidays fall.

ADMISSIONS

The following items must be completed, signed, and agreed upon by parent/guardian for each child attending Beulah Early Learning Center:

  1. Information Form
  2. Enrollment Form
  3. Emergency Medical Card
  4. Field Trip Permission Form

ENROLLMENT

Parents must complete and return all required forms before a child may attend. These forms are to be kept current. Included in these forms must be written permission for medical care and administration of medicine and emergency contact information. Any additions or changes in information must be reported to the director. Parents may visit the childcare center at any time. A child’s file is confidential and will be open only to his/her parents and the appropriate childcare center staff; unauthorized individuals will not have access to the childcare center’s files.

It is recommended that an interview with the parent and child be arranged prior to enrolling a child. This provides an opportunity for the parents, child, and staff to get acquainted and eases the adjustment period for the child. Please call for an appointment.

GRIEVANCES

Follow the procedures below for addressing a grievance concerning Beulah Early Learning Center’s program or staff:

  1. Immediately set up a time to discuss it with the staff person involved.
     
  2. If it is not resolved, discuss it with the Beulah Early Learning Center director.
     
  3. If the addressed grievance is still not resolved, contact Children’s Ministries pastor or the board of directors at Beulah Urban Outreach, Inc.

DISMISSAL

The program reserves the right to dismiss any child if Beulah Early Learning Center staff determines that the program cannot meet the needs of the child. The following procedure will be followed in every instance that arises:

  1. Staff will follow a step-by-step discipline system that is positively reinforced. An incident will be documented if the inappropriate behavior continues.

     
  2. If a child’s behavior leads staff to come to the step of calling a parent/guardian, a meeting will be made if necessary to discuss the problem and develop a solution.

     
  3. If a problem continues with the child, upon approval of the director and his/her superior, the child will be dismissed from the Beulah Early Learning Center program.

Parents must give one week prior notification of withdrawal from the childcare center. If the child is withdrawn before a seven-day notice, parents will still be billed for that week.

FEES

Our fees are assessed on a weekly basis.

  • Fees must be paid in advance.
     
  • Fees are due every Monday.

During the school year:

  1. Payments are due on Mondays, unless other arrangements are made with the director. All payments for the week must be made by the end of the business day.

     
  2. Fees not paid by the end of the business day will incur a $20 late fee.

     
  3. Fees that are not paid by the last day of the week, and/or if habitual late paying occurs, fees are subject to be assessed with the possibility of termination of services.

A non-refundable registration fee is due and payable upon acceptance for enrollment. All parents must read and sign the financial agreement. Registration fees and tuition are found on the current financial agreement. We are operating as a non-profit organization and depend on your prompt payments to run smoothly.

LATE FEE

A late fee will be charged if children are picked up after 6:30pm. A fee of $10 will be charged to the parent for every fifteen (15) minutes. Parents will be called at 6:45pm if the child has not been picked up.

Department of Family and Children Services will be contacted if neither parents nor emergency contacts can be reached by 6:45pm.

HEALTH

For the protection of all children, do not bring any sick children to the center. The childcare center staff is mandated to report contagious diseases to the Department of Health.

Children that exhibit any of the following symptoms WILL NOT be allowed to come to the childcare center:

  • Vomiting
     
  • Undiagnosed sore or rash
     
  • Severe upper respiratory infection (cough plus nasal discharge that would be yellow or green in color, accompanied by a fever)
     
  • Diarrhea
     
  • Temperature of 100°F or more

If a child should come down with any of these at the center, a parent/guardian will be contacted immediately and be required to find appropriate care within one hour of notification. If he/she cannot be reached, the child’s emergency contacts will be notified to come and get the sick child.

POLICY ON COMMON COMMUNICABLE DISEASES

  • “PINK EYE” CONJUNCTIVITIS
    • Incubation period: 24 to 72 hours
       
    • Communicability: While signs/symptoms are present
       
    • Signs/symptoms: Tearing, irritation, puffy eyelids, mucous and puss-like drainage, and intolerance to light.
       
    • Policy: Child is to stay home until drainage stops or after 24 hours of appropriate antibiotic treatment.

       
  • RINGWORM
    • Scalp Incubation period: 10 to 14 days
       
    • Body Incubation period: 4 to 10 days
       
    • Communicability: As long as lesions are present and living spores persist on contamination materials.
       
    • Signs/symptoms: Scalp: Small pimple-like lesion that spreads leading to scaly patches and causing temporary baldness; Body: Flat, spreading lesion.
       
    • Policy: Child is to stay home as long as lesions are present and living spores persist.

       
  • IMPETIGO
    • Incubation period: 4 to 10 days
       
    • Communicability: As long as lesions continue to drain. Self-infection may continue for a period of nasal colonization or duration of active lesions.
       
    • Signs/symptoms: Superficial: Vesicular pustular and encrusted stages.
       
    • Policy: Child is to stay home during draining stages of infection.

       
  • CHICKEN POX
    • Incubation period: 2 to 3 weeks or 13 to 17 days
       
    • Communicability: As long as five days before eruption and not more than five days after last eruption.
       
    • Signs/symptoms: Elevated temperature and rash.
       
    • Policy: Child may return to daycare after all lesions have crusted over.

       
  • STREP THROAT
    • Incubation period: From 2 to 5 days
       
    • Communicability: During acute phase of respiratory illness.
       
    • Signs/symptoms: Sore throat, difficulty swallowing, swollen glands.
       
    • Policy: Child may return to daycare after receiving antibiotic therapy for least hours.

       
  • PEDICULOSIS (HEAD LICE)
    • Incubation period: Eggs of lice usually hatch in a week
       
    • Communicability: As long as lice or eggs remain alive on the infested person or in clothing.
       
    • Signs/symptoms: Severe itching and excoriation of scalp or body. Adult lice and nymphs are very small, 1-2mm long, and gray-tan in color. Eggs are about half of the size and attach firmly to the hair shaft.
       
    • Policy: It is recommended that the child be treated via his/her family physician. The child may return to the childcare center 48 hours after second treatment. The child may return sooner with a doctor’s note verifying that the child no longer has lice.
       

MEDICATIONS

All medicine administered by staff must have a signed medicine policy filled out by the parent/guardian of the child. All prescribed medication must be in the original container, labeled with the child’s name, doctor’s name, and instructions. All medicine will be stored in a secure place inaccessible to the children.

MEDICAL EMERGENCIES

In case of a medical emergency, the staff will take the steps necessary to assure safety and secure medical care for the child. The staff may do, but not be limited to, the following procedures:

  • Attempt to call the parents/guardian
     
  • Attempt to contact the emergency contacts
     
  • Call the child’s physician
     
  • Administer First Aid or CPR
     
  • Call 911 for medical assistance

Regarding other emergencies, such as fire, tornado, etc., all staff will be trained in appropriate escape routes and proper tornado drills. The center will conduct a fire drill four times a year and one tornado drill a year.

CONFIDENTIALITY

All records and information relating to children and their families attending Beulah Early Learning Center will be kept in strict confidentiality at all times by staff.

LUNCH AND SNACKS

Beulah Early Learning Center provides breakfast, snack, and lunch for the children. Breakfast will be provided at 9:30am, lunch at 12:30pm, and snack at 3:00pm. Indicate on the emergency medical form any dietary restrictions or allergies your child may have. If your child have any dietary restrictions, you will be responsible for providing the necessary meals for your child.  Baby formula will not be provided. Parents must bring formula ready to feed.

Beulah Early Learning Center complies with USDA Nutritional Guidelines. Meals and snacks with    serving sizes dependent upon the age of the child meets nutritional guidelines as established by the United States Department of Agriculture Child Care Food Program.  Menus will be provided weekly.

TRANSPORTATION

Transportation will be provided for field trips, under the parent’s consent. Children must abide by the laws Georgia in the use of child restraints systems for children in care. Also, all vehicles being used will comply with Georgia state laws.

FIELD TRIPS

Parents will be notified well in advance of all planned field trips. Each child must have a permission slip signed by his/her guardian in his records. This assures that parents understand our policy on the use of child restraint systems and that all vehicles being used will be in compliance with Georgia state laws.

EMERGENCY EVACUATION PLAN

In case of an evacuation due to fire, all rooms used by Beulah Early Learning Center will have visual instructions for fire evacuation. Staff is also trained for providing proper protection if a tornado would occur. Beulah Early Learning Center requires four fire drills and one tornado drill to be conducted annually.

DISCIPLINE

The discipline at Beulah Early Learning Center will be consistent and will consist of redirecting inappropriate behavior. Peers will not be allowed to discipline, nor will children be humiliated, physically or verbally abused, threatened, or deprived from eating snack/lunches. No harsh punishment, such as the following, will be used: substances, such as soap, pepper, or hot pepper, hitting, pinching, shaking, spanking, or inflicting corporal punishment, or restriction of movement by binding or enclosing a child in a confined space.

CHILD ABUSE

Beulah Early Learning Center Program is required by law to report any witnessed or suspected child abuse or neglect to the Department of Family and Children Services or law enforcement. Staff members are to report any witnessed or suspected incidents to the director. In turn, the director will file a referral to the appropriate authority. The center will also notify the Department of Family and Children Services within 24 hours of any changes that may occur in the facility regarding your child.

If an incident should involve a staff member, the director will take the necessary steps to assure that the suspected incident will not happen again. Possibility of suspension may occur pending the outcome of an investigation. An evaluation of the employee's continued employability would be conducted after such investigation.

PARENT COMMUNICATION

In order to maintain open and clear communication with parents, Beulah Early Learning Center will send letters and post new notifications frequently. Parents will be encouraged to take note of all things sent and posted to them. Parents are welcome to visit with staff when matters of concern arise and are to contact the childcare center of any daily absences, changes, or special instructions that need to be noticed by staff. (Examples: If a child doesn’t need to be picked up, if someone else other than authorized persons are to pick child up, etc.)

Staff will communicate both positive behavior and problem behavior to parents to keep the lines of communication open.

PARENT BACK-UP SYSTEM

All parents should insure they have an alternative caregiver for their child on days when he/she is ill or the program is closed (emergency closure, holidays, etc.).

SCHOLARSHIPS

Please contact the director regarding Beulah Early Learning Center scholarship funding. Scholarships offset a portion of the program’s standard tuition fees. These funds are made available through a special fund. Scholarships are available to all families, granted on a case-by-case basis, depending upon need as well as our resources for providing funds. ARRIVAL AND DEPARTURE

Parents or guardians must authorize anyone picking up their child. Your child must be checked in and be accompanied by an adult when arriving during the summer and also be checked out by an authorized person. Sign in/out sheets are required for safety purposes for the children and also for the center’s records.

PERSONAL BELONGINGS

Beulah Early Learning Center requires all children to dress appropriately for indoor and outdoor play. The childcare center will not be responsible for the loss of, or damage to, toys or personal items brought from home. It is recommended that children do not bring personal toys to the daycare, but it is not restricted. It is upon the teacher’s discretion if he/she allows personal toys to be brought out during play.

EMERGENCY CLOSINGS

When schools are closed due to weather, Beulah Early Learning Center will not be open. This is for the safety of everyone involved. If the weather is bad enough to call off school, it is best for children not to be away from home.

When school is canceled after children have arrived at school, the childcare center will close. This includes all early dismissals due to weather, whether dismissal is called in the morning or afternoon.

CHANGES OF CIRCUMSTANCES

Beulah Early Learning Center will report any changes of circumstances which may affect the ability to comply with licensing standards, such as new location of program, renovations/remodeling of building, suspected in-house child abuse/neglect, household composition change, ownership change, or new director.

BEULAH EARLY LEARNING CENTER STAFF

Beulah Early Learning Center is supervised by qualified childcare leaders following the state regulations as follows:

Beulah Early Learning Center Director:
Please contact the director of the daycare center for the following circumstances:

  • Billing inquiry
     
  • Staffing concerns
     
  • Absences of child
     
  • Incident/accident reports (all documentation is filed for future reference)
     
  • Inquiries on written contracts with the program

The Childcare Center’s Director will have appropriate degree and experience and will be on the premises at least 50 hours a week during operating hours. Director will also have valid CPR certification.

Site Assistants:

  • Will be supervised by director .
     
  • Will be at least 21 years old.
     
  • Any assistants under the age of 18 will work in constant and direct supervision of an adult.
     
  • Will be screened and will not have a substantiated report of child abuse or neglect.
     

Volunteer Responsibilities:

  • Any volunteer filling in for an absent staff person will meet the requirements for the position.
     
  • Will be screened for and will not have a substantiated report of child abuse or neglect.
     
  • Will maintain any staff training required by the state and director of the program.
